Sprint: packaging/integration

Hi all,
probably right now the part that is more lagging behind is packaging and 
integration.
So much that i would say that testing the status of Devel is not much 
meaningful at the moment.

to make the periodic testing up and running again some things should be done:

* getting CI, for all packages updating consistently on what 4.10 will be.
* getting weekly images built again
* separe the bugs between actual bugs in the source code and bugs in 
packaging, or device-related bugs
* package translations

in the end, have a good, up and running image again.

first problems right now:
* image doesn't build at all, due to the migration of the base mer from 
uxlaunch to systemd user session
* for the same reason the startup procedure will have to be adapted, i don't 
expect a Devel booting up at all right now.
