RFC: handle for activity switcher is always shown on top, even on top of apps

that's exactly why i'd say "no" to this. especially for games and the like 
where lots of movement happens, or while reading a book .. this would so 
amazingly annoying.

it's one of those things that commonly occurs to people as a good idea at 
first thought. but it isn't :)

btw, i switched activities a lot while on vacation and got quite used to "tap 
the contour icon, open the switcher". it's actually quite fast and nothing 
gets in the way of the app i'm running.

so -1 from me on this.
