another option occurred to me while plonking on things: this could remain in 
the plasmagenericshell library, but the contents of that library could be 
adjust based on the profile used to build it. so Desktop profile would get the 
library as it is right now, and Tablet/Mobile would get a library with just 
the scripting stuff in it.

sound sane, or asking for trouble? :)
