[Bug 276830] with no recommendations, the handle of the recommendation overlay should be disabled

the handle is now transparent in the UI, but not yet disabled. I can still pull
an empty overlay, that shouldnt be possible.
Another question: how can I test the activation again? I tried to touch a few
times on resources, that should normally trigger the recommendations. is there
any other way to test it?
