[Bug 276830] with no recommendations, the handle of the recommendation overlay should be disabled

the handle is now disabled and transparent in the UI - but now I couldnt test
the activation again... I tried to touch a few times on resources, that should
normally trigger the recommendations. is there any other way to test it?
