Version:           unspecified (using KDE 4.7.3)

clicking System Settings in App Launcher produces blank grey screen
momentarily. The same thing happens when launching systemsettings in Terminal,
where an error message is displayed...
systemsettings(1617): Communication problem with  "systemsettings" , ir
probably crashed.
Error message was:  "org.freedesktop.DBus.Error.NoReply" : " "Message did not
receive a reply (time out by message bus)" "

In forum.kde.org [1], bcooksley suggested running
gdb --args systemsettings --nofork
After inspecting the backtrace results, bcooksley wrote:
This appears to be being caused by a infinite loop inside the KCategorizedView
code, which is a component of kdelibs used by System Settings. Please file a
bug report at bugs.kde.org.

Reproducible: Always

Steps to Reproduce:
1. click icon for System Settings (displayed with search)
2. in Terminal, run systemsettings

Actual Results:  
momentary blank grey screen

Expected Results:  
System Settings screen should appear

Some of the applications that are displayed in the main System Settings can be
launched independently...notifications, desktop search
