Just one question:
What KDE Frameworks version are you using?

We had a similar bug report in openSUSE a while ago:

As mentioned there, it works fine for me with the latest versions (you do have
Plasma 5.3.2), but I was able to reproduce it with older ones (Plasma 5.3.1/KF
5.10 in particular).

And please, also make sure that you use systemsettings5, not KDE4's
systemsettings. The latter will apply the setting in the running session, but
saves it in the KDE4 location (~/.kde4/share/config/) that is not respected by
Plasma5.
