When I set my mouse setting to left-handed, this setting is ignored upon reboot
of my system. I have to re-apply the setting in order for my mouse to act
left-handed. The setting is shown correct in the desktop settings menu, but it
applies the default setting after rebooting.

Reproducible: Always

Steps to Reproduce:
1. Under "Input devices" change mouse from right-handed to left-handed
2. Apply settings, all is well.
3. Reboot system, mouse setting is back to default
4. Open "Input devices" again, notice setting is shown correct, but not
applied. Need to change the setting again in order for it to be applied.

Actual Results:  
After reboot mouse is set to default.

Expected Results:  
All settings as applied in the "input devices" menu to be applied after a
reboot of the system.
