Still getting this bug with 4.3.2.  Recently (not sure whether it came right
with the 4.3.1 -> 4.3.2 upgrade, or later) I experienced the more severe
variant of this bug again.

Before, when the keyboard froze, I could fix it by starting system
settings/accessibility, enabling slow keys, applying, and disabling them again.
 And the keyboard actually was not completely frozen, but incredibly slow. 
When I pressed a key for some 5 seconds, it was recognized.

Now, the last few times the bug occurred, the "slow keys" trick no longer
worked, but instead I had to restart kwin.  In any case it is good to have a
"restart kwin" desktop entry accessible easily with the mouse ;-)
