While I have some time, I want to share my experience with this bug, hoping
that it will help someone debug it:

Using the packages in the backports repo, I used every KDE version from the one
Kubuntu Jaunty came with to 4.3.2. I never experienced this bug once, even
though I used both eclipse and skim extensively.

As soon as I dist-upgraded to Karmic (which includes 4.3.2), I started
experiencing this bug with no change after upgrading to 4.3.3.

I occurs most prominently while using eclipse (but also quite frequently in all
other programs). It seems to get worse with time. Also, both quitting skim and
Alt-dragging work, where the former provides a permanent solution until I have
to start skim again and the latter provides (very) temporary relief and only
seems to work in eclipse.

This bug also frequently occurs with the locked screen password prompt after
returning from standby.

The evdev patch mentioned in comment #142 has no effect.
