If the keyboard layouts in systemsettings are disabled, then I doubt this is a
kde bug. Does this happen if you start another desktop environment? Or is it
only in kde? Could you also paste the relevant keyboard section from xorg.conf?

PS: You could try this testcase. From a linux vt (hit ctrl+alt+f1 for example)
shutdown any X session that you have (killall Xorg) and then, as root:
# X :0 vt7 &
<X will be displayed, switch back to the vt>
# DISPLAY=:0 xterm &
<switch back to vt7 with ctrl+alt+f7>
try to type in xterm and see if the layout is correct. If it is not, then it's
definitely Xorg's fault.
(to get out of this, kill xterm and Xorg)
