1) It does respect the system font size, it is just a 2nd level heading and so
is bigger that usual text. I think that makes sense since it is a title.

2) There is a toolbar button called “Show Sidebar”. Since your part.rc didn’t
get updated (i. e. deleted) at the 1.11 update, you need to add it yourself
using Settings -> Configure Toolbars. How did you install/update Okular 1.11?

Concerning the vertical space: that is intended, because the sidebar has plenty
of vertical space, but horizontal space is stolen from the view area. By moving
the tab bar from the left to the top, we get more horizontal space in the view
area.
