FWIW, Kate does the same thing and ships the old Oxygen icon instead of the
Breeze icon theme version.

I think the root cause of app developers not wanting to ship the Breeze icons
for these apps is because they're ugly and make no effort to mimic the
original. We're discussing approaches to fix that in
