I suggest you try https://bugs.kde.org/show_bug.cgi?id=412957 .  That one for one
type of annotation (your choice) should be reasonable straightforward.

You don't have to, but it won't hurt either.

There's not much that I am aware of.  I use the online Qt documentation at lot;
other than that it's mainly reading the source.
