KDE 3.1.2 screen-saver issue

I had this problem too. The cause on my system turned out to be PAM related. 
check your /etc/pam.d/kde file if you have one. I had to comment out the 
line: 

auth      requisite pam_securetty.so

as X isn't running on a tty listed in /etc/securetty.

Of course the caus on your system may be something completely different :)
