It seems to be a recurrent problem (see the KDE bug tracking system,
several similar problems were reported), but unfortunately I have never
able to reproduce it on my test systems (network-connected computer,
and home computer without network).
Recently, someone found a workaround on his system, maybe this can
work for you as well. Open the KDEPrint Options dialog, for example
from the print dialog -> System Options. Go to the "CUPS Server"
options and check the "Use anonymous access" box.
