[WikiToLearn] Release Schedule

Hi all,
After a period of intense activity on the software side of WikToLearn, we
thought that the development workflow has to be normalized and made stable.
After the devs call of last week, we decide a workflow of three weeks
described in
http://meta.wikitolearn.org/Guide_for_the_development_of_WikiToLearn/Development_workflow
Every three-week release will have a precise Feature Plan (
http://meta.wikitolearn.org/Release_schedule) with tasks of definite
priority. Each task will be track on phabricator.
At the end of each cycle the features that will pass the freeze and test
period, will be deployed, following a final checklist for every subproject
(the checklists are under development).
Each subproject will have a maintener with the simple role of a point of
reference for the state of the project itself. The maintener will decide if
a feature is ready for production or not, following the checklists as above
and he will keep in touch with the sysadmin for projects integrations.
