[WikiToLearn] Plaining build without docker hub

Hello,
We are planing to build docker with a server and push evrything on docker
hub instade of using docker hub for build process.
This is because docker hub can't manage cached layers as we need
When this process start evry docker must be re-pulled, we notify you when
ready
