[WikiToLearn] Docker build strategy

Hi, we have to think about a thing: when we build a docker we use the cache
to avoid big download but we have to clear the cache to update all packages.
This operation means: next docker image download force user to download
some gigabyte of data.
How we manage this? I think may be a good idea to clear cache when we
relase new version of wiki (once every 3 week)
