After we load an HTML page with WebKit, I cannot select encoding by clicking
"View" from the menu

Reproducible: Always

Steps to Reproduce:
1. Open an HTML page in Konqueror
2. Select "View" -> "View Mode" -> "Webkit"
3. Select "View"

Actual Results:  
I cannot find any way to select the encoding.

Expected Results:  
The encoding menu should be listed under View
