Replying to the first part:

That's because you're only looking at the "on-the-fly" view mode selection.

You can select your preferred browser engine by opening systemsettings, going
to File Associations, and typing html. Select the text/html mimetype and in the
2nd tab change the order of the associated components, so that kdewebkit is
above khtml.
