[WikiToLearn Editors] Draft for the oraganization of the community

Really nice structure!
It seems clear to me. I understand that there are permanent working
group and while templates and importing content seems well defined, I
don't understand perfectly what do the others two group do. Maybe 2/3
lines to describe their function?
