Previously, I've occasionally seen the lack of blur filter appearing on the
lock screen but it was infrequent enough that I didn't bother to report
it/search for this bug.

Since upgrading to 6.4, it's become a lot more frequent.

Not sure it's helpful but when I lock the screen, I see lots of the lines like
the following in my systemd journal:
