Update: switching user fixes this. The login page glitches out for a few
seconds then switches to the plasma 6 wallpaper and after logging back in, the
breeze theme is applied and theme selection works again. (I suspect logging out
does too, but I can't do that - https://bugs.kde.org/show_bug.cgi?id=482114)
