[Breeze] [Bug 489347] applications-symbolic-all icon is blurry at 22px size

It's because it's downscaling the 32px icon into a 22px canvas. 
In a nutshell, despite the icon being present in the categories/22 directory,
the `index.theme`'s directory list was unchanged, so it just ignored it.
It will be fixed once
https://invent.kde.org/frameworks/breeze-icons/-/merge_requests/389#note_1001529
gets merged.
