This is a visual bug, caused by some background breakage.

I am using Breeze Dark, and tried the theme "Elementary X" through Discover, it
installed fine (does not display the possible options but just downloads the
first one) and applying them worked fine.

Then it slowly reloaded the icons, I decided against and deleted the theme from
Discover.

What happened is, some switch to Breeze was done. But the icons where black, so
probably Breeze light.

But then on the lock screen all icons were missing, so this used theme may be
incomplete.

Instead of falling back to default Breeze, the system should fallback to the
Theme matching the rest of the Desktop colors. And something may be broken with
the switching, maybe the lockscreen theme was not applied? I see the icons
sometimes only reload if they are hovered over. Maybe the lockscreen is not
loaded so it doesnt load the icons?
