As noted in the first comment, the existing configuration option has no effect
on the login screen before logging in or starting to type on the lock screen. I
don't know what the point of the existing option is or if it's really
worthwhile to have it there. I suggest replacing it with a simple boolean
toggle to hide the clock from both the login screen and lock screen.
