1) It is a jpg wallaper located in my home directory.
2) Yes, it does work when you lock the screen by using Meta+L shortcut.
3) I do use a 3rd party theme which is Qogir from the KDE Store but the
wallpaper is the same file located from 1) located in home directory, and this
was the same setup I had in v5.24, but I hadn't faced this issue there.
