STEPS TO REPRODUCE
1. add CursorBlinkRate=0 to [kde] section of ~/.config/kdeglobals
2. relog
3. 

OBSERVED RESULT
cursor still blinking

EXPECTED RESULT
cursor not blinking

Linux/KDE Plasma: Kubuntu 20 04 ; plasma 5.18.5
