A screen recording file with steps to reproduce

SUMMARY
Can't change the icon for the desktop configuration file. The Save button does
not become active.

STEPS TO REPRODUCE
1. Drag an app to the panel(see attached video file)
2. Open properties of the desktop configuration file
3. Change the icon

OBSERVED RESULT
The Save button does not become active.

EXPECTED RESULT
The Save button should become active and save a new icon.
