Clearly something is setting needsPassword to true sometimes or else login
would be broken for everyone. Seems like this is a magic property set by SDDM
itself; see https://github.com/sddm/sddm/issues/751#issuecomment-847347450.

I'm starting to worry that SDDM is broken and fails to set needsPassword to
true for network users. If that's the case, we'll have to revert the feature
until it's fixed.
