Yes I agree, it's a bit confusing.
Changing the system timezone requires the root/admin password, so we can't just
automatically keep it in sync with what you set it to in the clock applet, or
else you'd have to enter your password a zillion times when you scrolled over
the applet. That would be horrible lol.
