Not it's a distro specific issue as I have reported a similar issue on Neon for
the keyboard layout. 

On the login screen I have:
On bottom left: Virtual keyboard, Desktop session >> keyboard layout is missing
On bottom right: battery icon

Whereas on lock screen I have:
On bottom left: Virtual keyboard, Keyboard layout
On bottom right: battery icon

Neon based on 20.04
Plasma 5.20.1
Qt5.15
Kf 5.75
