The Telegram developers don't have the whole story.

They're right that our icon theme has a 48px icon in it, but it's a vector
image, so it has no problem scaling up. So that's not the problem. The problem
is that the window itself sets a small pixmap image and KWin honors that
instead of ignoring it and using the icon from the theme instead. Which is what
Bug 351055 is all about.
