SUMMARY

It seems that background of panel mouseover tooltips flickers white when
appearing. My theory is that blur is not applied early enough because it
doesn't happen when compositing is disabled with Alt+Shift+F12.

STEPS TO REPRODUCE

Demonstration in attachment. First frames flicker white.


OBSERVED RESULT

White flicker

EXPECTED RESULT

Correct color/blur should be applied immediately.

Doesn't happen with dark breeze, or it's not as pronounced because of colors
used.
