cups.desktop specifies "Icon=cups". Since Breeze doesn't have a matching icon,
the menus show a matching icon from hicolor.

I would like not only for there to be a Breeze icon for cups, but also, a way
to specify a fallback icon theme. I would like to be able to set Numix as the
fallback theme to Breeze, and never use hicolor.
