Default assignee for Breeze bugs

Hi,

as per Andrew's request [1], I'll be removing him as the default
assignee for Plasma's Breeze bug reports.

He suggests settings this list as default for those bugs. Are you
ok with that? All new bug reports for Plasma Breeze things would
go here.

If yes, I'll request adding new bugzilla user and will redirect all
Plasma Breeze bugs here.
