[Oxygen] [Bug 509348] Can't click window management buttons due to tooltip.

All variations of oxygen (air-oxygen air-oxygen-color) have this problem
with the titlebar.

But those variations of oxygen do not clip the buttons on the right after
F11/restore.

You can see the titlebar shift to the left (harder to tell because it's
translucent)  but the buttons on the right are not cipped.
