Thanks for the screenshot, and the detailed description.
Since this involves the window decorations, I'm moving it to kwin
The window decorations in the screenshot aren't from Breeze (the current
default theme). Which theme and window decorations are you using? We'll need
that information to try to reproduce this and figure out what's going on.
Screenshots showing a full application window on the affected display showing
the blurry and clear buttons would also help a lot.
I tested using the Oxygen theme that has rounded window controls on git-master
but wasn't able to reproduce this with:
Laptop (1920x1080 @100%)
External monitor (3440x1440 @175%)
I had a window on each monitor, and wasn't able to tell the difference in the
crispness of the window controls on the either monitor, regardless of which one
was to the left.
I also tested with the external monitor at 100 and 125%
