SUMMARY
Settings Doesn't Scale or rotate with the display when in full screen when
rotating from 90° clockwise.

STEPS TO REPRODUCE
1. Rotate display to 90° clockwise 
2. enter full-screen
3. rotate back to 0°

OBSERVED RESULT
The settings app window is partly off of the screen.

EXPECTED RESULT
A smooth transition to a wider window.
