Work around:
Install cups-pdf ( dnf install cups-pdf )
Go to cups admin ( 127.0.0.1:631 )
Choose Administration
Choose Add printer
Choose CUPS-PDF (Virtual PDF Printer)
Set the location
Choose Provide a PPD File:
Choose /usr/share/ppd/cupsfilter/Generic-PDF_Printer-PDF.ppd

Now use it in your app
