I'm able to reproduce this on Fedora 42 as well as git-master, Solus using
Okular or KWrite. 
 In the print options, "Pages" underneath "Pages from" is greyed out.

Further, if a printer is chosen in the drop down, the field is active and
usable. As soon as I choose "Print to File", the field is greyed out.
That said, I found an earlier report of this. I'm marking this as a duplicate
of that one, bug 436388
