ADDITIONAL INFORMATION
Cam window contains a settings menu which can be used to choose and enable
camera and mic. No device is even shown in that list.
Issue affects falkon as well as other browser Opera. Issue not observed when
using MS Edge browser for linux.
Issue cannot be solved by disablind adblock addon. Not sure if and which other
setting would block webcam (cam is permitted to be used by websites without
asking).
It might be worth noting that chat is of html5 type (there are similar chats
with similar webcam functionality that do not work either).
