SUMMARY
When I open the KDE settings, the window is scaled very large for a split
second, then it goes back to normal.

STEPS TO REPRODUCE
1. Right click on desktop
2. Click display configuration

OBSERVED RESULT
See how window is scaled up for a second then scales down to normal.

EXPECTED RESULT
Should open without scaling up and down.
