Notification Tray

SUMMARY
is there any way to interact with a notification like say opening  the app when
the notification tray is opened as in case for telegram when we get a
notification clicking on the tray notification bell and open that
chat/channel/group from the notification 

STEPS TO REPRODUCE
1. Get a notification on any messaging/chat application
2. let the notification bubble to timeout
3. click the bell notification tray
4. click on the notification (which was on step 1)

OBSERVED RESULT
clicking the notification does nothing, the bell tray icon only just show and
notify us that there was a notification

EXPECTED RESULT

clicking the notification on the bell tray icon after the timeout open up the
related app
