SUMMARY
I noticed this during regular use with VSCodium, I initially thought this was
from two instances of the same app existing in different activities but turns
out this happens even without a second instance.

STEPS TO REPRODUCE
1. Start an app (tested this with VSCodium and Kate)
2. Move window below taskbar, this still works
3. Wiggle it a little bit, the graphical session now locks up

OBSERVED RESULT
The session locks up.

EXPECTED RESULT
The session doesn't lock up.

plasmashell and journal logs doesn't have any further info on who failed.
