These are two separate issues. The issue with icons being the wrong color on
your Plasma Panel is either a bug in the icon theme you're using (which one?)
or else possibly a case of KDE's icon loader not being loaded. Are you by any
chance using qt6ct?

The issue with the window titlebar is something else; please open a new bug
report that under KWin | Aurorae.
