Currently the Mouse KCM has all its settings active when no mouse is connected
on both Wayland and X11 sessions.
Perhaps this KCM should behave like others as Touchscreen and Drawing Tabled
and Game Controller that say "No <device> found" when the necessary hardware is
not available.
