I am not able to reproduce this on git-master
To clarify - when you say you added a language, you did this in Settings -
Keyboard - Layouts, is that correct?

I tested with German. I moved it to the default in Settings - Keyboard -
Layouts
Note: With more than one keyboard layout, it might be necessary to switch to
it. I did so though the layout widget on my panel

I added the following shortcut:
Toggle Overview -  Default Meta+W
Added shortcut Meta+ß (Meta+- on US layout)
The shortcut works as expected when my layout is set to German
The shortcut with the same keys Meta+- does not activate Overview on the US
layout, as expected

If you switch to the lithuanian keyboard layout does the shortcut work?
