Restarting an app causes the application theme to become reset. 

STEPS TO REPRODUCE
1. Boot Kubuntu 24.10 (or earlier, but later that 23.10; applies to Xorg
session only)
2. Open System settings
3. Set Oxygen as the theme
4. Go back to the starting page of the settings
5. You can see that the scrollbar on the left is an Oxygen one
6. Close the settings
7. Start the settings again
7. You can see that the scrollbar is NOT the Oxygen one

OBSERVED RESULT
Oxygen theme setting doesn't survive the restart of the System settings app in
an X session. 

EXPECTED RESULT
Oxygen theme setting survives the restart of the System setting app in X
session as well.
